Help to scap and cert data sync!!

Hi,

I'm new here and i need some help to choose the best alternative to sync
scap data and cert data using other way diferent from rsync.

Anyone can help me?

I tried to download from http but the address fail and "wget" is not
enabled to.

Like some corporative networks, rsync is disabled here and i need other
option to update.
